Do I need to go through the approval protocol for this little mini-grant?
Yes, all proposals to external funders, no matter how small, need college approval prior to submission. In proportion to the dollars you receive, small grants often carry heavy administrative requirements and significant commitments of inkind college resources.
Do I need to go through the approval protocol for a pre-proposal or letter of intent?
Grants and Sponsored Programs will advise you on this, but probably, yes. It depends why the funder is asking for the letter or pre-proposal. Many funders narrow the field of applicants by requesting a preliminary proposal, although they may call it something misleading like a Letter of Intent. If the Letter is used as a pre-screening step, it is a preliminary proposal and should be prepared as such, including getting pre-approval by the College to submit it.
